Deputy Maritime Administrator Charles Makings

Mr. Charles Makings was sworn in as the Maritime Administration’s Deputy Maritime Administrator on October 7, 2024. As Deputy Maritime Administrator, he serves as a key member of the Administrator’s immediate staff, actively participating in the agency’s policy formulation and decision-making processes. Makings is responsible for translating policy decisions into actionable programs that are balanced and effectively managed. Additionally, he is authorized to act on behalf of the Administrator on all matters not legally or specifically reserved.

His previous roles include serving as Assistant Administrator of Legislative Affairs at the Transportation Security Administration (TSA), where he managed the agency’s congressional relationships, and as Senior Consultant at Guidehouse, providing policy and advisory services. Makings also worked at the USDA as Deputy Director of Intergovernmental Affairs, managing communications with city officials. He’s also served as a Senior Legislative Assistant in the U.S. House of Representatives.

Makings holds a BS in Public Administration from George Mason University. His leadership in navigating complex legislative and intergovernmental matters makes him a significant addition to the Maritime Administration’s leadership team, where he will focus on strengthening U.S. maritime policies and industry practices.
