U.S. Department of Transportation Announces Nearly $60 Million Investment in the Port of Guam to Strengthen Supply Chains and National Security

WASHINGTON, D.C. – The U.S. Department of Transportation’s Maritime Administration (MARAD) announced a $59.6 million Port Infrastructure Development Program (PIDP) grant to the Port Authority of Guam to improve cargo capacity at this strategic seaport. This localized investment is part of a broader initiative by Transportation Secretary Sean P. Duffy, who recently invested nearly $800 million into American ports to strengthen supply chains.

“U.S. ports keep our grocery store shelves stocked, our energy supply chains resilient, and our export market strong,” said U.S. Transportation Secretary Sean P. Duffy. “Under President Trump’s America First agenda, investing in our ports means investing in American jobs, economic growth, and national security."

“The Port of Guam is directly linked to the wellbeing of the people across Micronesia and to the defense of the United States,” said Acting Secretary of the Navy Hung Cao. “One of my main responsibilities as the Senior Defense Official for Guam and the Commonwealth of the Northern Mariana Islands is to ensure the infrastructure that supports the mission of all of our service members and local partners on Guam is taken care of and that is a symbiotic effort with the government of Guam. I am grateful to DOT Secretary Duffy for recognizing the importance of this project and approving the grant. I look forward to our continued collaboration.”

MARAD's Port Infrastructure Development Program (PIDP) aims to modernize America’s ports and strengthen our supply chains, helping reduce time and costs for shippers, and drive down the cost of goods for American families. The U.S. has more than 300 ports operated by states, counties, municipalities, and private corporations.

Project details include:

  • The project includes the acquisition and installation of three state-of-the-art Ship-to-Shore (STS) cargo cranes along with apprenticeship programs and partnerships with the Guam Community College and the Department of Labor to address workforce considerations and ensure long-term operational sustainability.
  • The new equipment will increase cargo throughput and reduce vessel waiting time by 15-20 percent.
  • The port will retain two of the existing three cranes for backup purposes during emergencies, surges, or maintenance cycles.
  • The cranes will increase port resilience, as they will be designed to meet FEMA standards with tie-downs capable of surviving Category 4 and 5 typhoons.
  • The upgrades ensure that the port remains a reliable node for both commercial commerce and military logistics following major weather events.
