Elizabeth O'Connor, Chief Counsel

Elizabeth Bayly O’Connor serves as Chief Counsel to the Maritime Administration (MARAD). As a member of the senior leadership team, she leads the agency’s legal team in support of MARAD’s mission to foster, promote, and develop the maritime industry of the United States to advance the nation’s economic and security goals.
Mrs. O’Connor brings more than a dozen years of valuable legal experience to her role. Before joining MARAD, she served as Senior Counsel to the House Committee on Homeland Security, where she focused on oversight and investigations and provided general counsel to Congressional members and staff on national security issues. Prior to that, Mrs. O’Connor served as an Assistant Chief Counsel with Immigration and Customs Enforcement within the Department Homeland Security, and as a criminal prosecutor in Baltimore City.
Mrs. O’Connor holds a B.B.A. in Finance from the College of William and Mary, a J.D. from the University of Maryland School of Law, and an M.B.A. from the University of Baltimore School of Business.
