Corey Beckett, Associate Administrator for Budget and Programs/Chief Financial Officer

Corey Beckett, a career member of the Senior Executive Service, serves as the Associate Administrator for Budget and Programs and Chief Financial Officer of the Maritime Administration (MARAD). In this role, he provides executive oversight of all financial management, budget, risk management, and internal control activities supporting MARAD’s programs and operations. He leads the Agency’s budget formulation process and ensures the proper utilization, accountability, and transparent reporting of Agency resources and program funds. Mr. Beckett is responsible for funds execution and control, enterprise risk management, performance management, and the Agency’s internal control framework.
Prior to joining MARAD, Mr. Beckett served as the Deputy Chief Financial Officer for the United States Secret Service, where he provided executive leadership over the management of a $2.5 billion budget supporting global protective and investigative operations. His portfolio included budget formulation and execution, financial management, internal controls, procurement, and facilities management, including oversight of 145 facilities locations worldwide.
Mr. Beckett also served as the Comptroller and Chief Financial Officer for the Defense Counterintelligence and Security Agency (formerly the Defense Security Service), a Department of Defense agency. In this capacity, he was the principal advisor to the Director on budget formulation and execution, financial management and policy, financial systems, and cost reporting. He additionally provided executive oversight of the agency’s safety, logistics, facilities management, and contracting functions.
He began his federal career as a Budget Analyst in the Office of the Secretary of the Navy (Comptroller) and held assignments throughout the Department of the Navy, including Headquarters, Systems Commands, Fleet Staffs, and the Office of the Secretary of Defense (Comptroller). Over the course of his tenure, he assumed positions of increasing responsibility at both headquarters and field levels, leading planning and programming, and overseeing budget formulation, justification, and execution for a broad range of operating and investment programs. He also served as Budget Officer for the Chief of Naval Operations.
Mr. Beckett holds a Bachelor of Science degree from Tuskegee University, a Master of Public Administration from Central Michigan University, and a Doctor of Public Administration degree from the University of Maryland, Baltimore. He is certified as a Department of Defense Level III Financial Manager and as a Government Financial Manager.
