Associate Administrator for Business and Finance Development

David Heller

David Heller is a member of the Senior Executive Service and serves as the Associate Administrator for Business and Finance Development at the Department of Transportation, Maritime Administration (MARAD).  In that capacity he provides oversight to the Office of Shipyards and Marine Engineering, Office of Marine Finance, Office of Financials Approvals, and the Office of Marine Insurance. 

Mr. Heller oversees the office’s programs for Assistance to Small Shipyards Grant Program, ICODES cargo loading program for government vessels, Federal Ship Financing Program, two tax incentive programs to encourage domestic shipbuilding and assist modernization of the U.S. Flag Fleet, Determination of Fair and Reasonable Rates for Preference Cargo and a War Risk Insurance program.  

Mr. Heller previously served as the Director of the Office of Shipyards and Marine Engineering where, he has provided leadership for the Agency’s Assistance to Small Shipyards Grant Program, which has helped small shipyards become more efficient, modern, and environmentally friendly. Mr. Heller is also the Agency’s Chief Naval Architect which though collaboration with other offices lead to the design of the National Multi-Mission Vessel design and construction for the State Maritime Academies to train the next generation of mariners.  He and his staff maintain strong engineering and design disciplines to assist and support other Agency programs and missions.

Mr. Heller received a Bachelor of Engineering in Naval Architecture from the State University of New York.
