J.W. Armbrust, a former Maritime Administration (MARAD) employee, researched the history of  MARAD’s National Defense Reserve Fleet in the early 1970s. He credited the aerial photos to the U.S. Navy and the non-aerial photos to the U.S. Army Corps of Engineers and/or the Maritime Administration. Mr. Armbrust typed and placed the captions at the bottom corner of each photograph.
